Compliance and Governance Consulting: About Helen Quinn

 I’m Helen Quinn, founder of Quinn Oath Advisory Limited and a senior compliance and governance professional with extensive experience across regulated financial services.


My career began in the motor industry, where I spent around ten years working my way through the business from the service desk, into accounts and eventually into compliance. Motor is where my compliance career was born and, as most people in the industry will tell you, once you are in motor, you never really leave it.


I went on to become Group Compliance Manager for a network of motor brokers, gaining first-hand experience of the regulatory, commercial and operational challenges faced by firms working in consumer credit and motor finance.


From there, I moved into a wider compliance consultancy environment, supporting businesses across motor, retail, green energy, lending and other regulated sectors. During that time, I progressed from Senior Compliance Officer to Head of Compliance and became a qualified SMF16, giving me experience not only of providing regulatory advice, but of taking senior responsibility for compliance frameworks, governance, regulatory oversight and business change.


Alongside my practical experience, I hold a degree in Social Science, covering Politics, Economics and Criminal Justice, a Higher Diploma in Governance, Risk and Compliance, a Diploma in Business Management and the ICA Head of Compliance qualification. This combination of academic, professional and operational experience has shaped the way I approach compliance, looking not only at what the rules require, but how regulation, governance, commercial pressures and customer outcomes work together in practice.


My experience spans regulatory frameworks, governance, conduct risk, Consumer Duty, complaints oversight, operational resilience, FCA applications and wider business transformation.


That mix of in-house leadership and consultancy experience gives me a practical understanding of both regulatory expectations and the pressures businesses face in trying to meet them alongside everything else they need to deliver.


I founded Quinn Oath Advisory to provide clear, commercially aware compliance and governance support to firms that need experienced guidance without unnecessary complexity. My approach is calm, direct and practical, focused on helping businesses understand what needs attention, evidence what matters and build governance and compliance arrangements that stand up to scrutiny.

The work I have led

 

Helen’s experience includes:

  • leading compliance functions and supporting compliance teams;
  • developing compliance monitoring and oversight frameworks;
  • strengthening Consumer Duty governance and evidence;
  • producing board and committee reporting;
  • developing compliance MI and risk indicators;
  • leading regulatory and business-change projects;
  • completing compliance reviews and audits;
  • improving complaints oversight and root-cause analysis;
  • reviewing financial promotions and customer communications;
  • supporting vulnerability and customer outcome arrangements;
  • developing policies, procedures, guidance and training;
  • translating regulatory expectations into practical business actions.

 Helen is comfortable working with boards, senior managers, compliance teams, operational teams and commercial stakeholders. 

 She understands that good compliance needs to protect customers and the business while still recognising the realities of limited time, competing priorities and commercial pressure.

A little more about me

 

 

I am based in York and founded Quinn Oath Advisory around values that matter to me personally: integrity, clarity, loyalty and following through on what has been agreed.

Outside work, life is shared with my family, two Labradors and a love of getting outdoors, particularly walking and wild swimming when I get the chance. I am also a firm believer that not everything in life goes to plan, and sometimes the best approach is to adapt, regroup and find another way through.


That real-world perspective shapes how I work with clients. Compliance does not operate in perfect conditions, and businesses often need support most when time, capacity and clarity are in shortest supply. My aim is to bring calm, practical thinking, straightforward advice and a sense of perspective, while still making sure the important things get done properly.
